Lillian Borrone received a Bachelor of Arts Degree in Political Science from American University. She received a Master of Science Degree in Transportation Engineering from Manhattan College in 1977.

Ms. Borrone has worked for the Federal Government as a Deputy Administrator in the Urban Mass Transit Administration. She has held a variety of positions in the Port Authority including Assistant Director in the Aviation Department. She became Director of the Port Department for the New York - New Jersey Port Authority in 1988. She served as Chairman of the Transportation Board from 1995 to 1996. She is on the Board of Directors of the National Association of Port Authorities and is a member of the North Atlantic Ports Association.  She is currently Director of Port Commerce, Port Authority of New York and New Jersey.

In 1996 Ms. Borrone was elected to the National Academy of Engineering.  She was cited for significant contributions to conceptual development in multimodal transportation planning and operations.
