Charles O'Melia graduated from Manhattan College with a Bachelor Science Degree in Civil Engineering in 1955. He earned a Masters Degree in Engineering in 1956 and the Ph.D. in Sanitary Engineering in 1963 from the University of Michigan.

Dr. O'Melia worked at Hazen and Sawyer Engineers and has served as a business consultant to Monsanto and Union Carbide.  He has had academic appointments at various institutions including the Georgia Institute of Technology, Harvard University, and the University of North Carolina. Dr. O'Melia joined the faculty of the Geography and Environmental Engineering Department at the Johns Hopkins University in 1980 and served as Chairman of the Department form 1990 to 1995. He is currently the Abel Wolman Professor Environmental Engineering in the Geography and Environmental Engineering Departments at the Johns Hopkins University. 

In 1989 Dr. O'Melia was elected to the National Academy of Engineering. He was cited for significant contributions to the theories of coagulation, flocculation, and filtration leading to improved water-treatment practices throughout the world.
